The PNS's Role in Empowering Young Romanian Farmers through the DR 30 Initiative

The Romanian government has dedicated itself to revitalizing the agricultural industry by presenting the CAP Strategic Plan for 2023-2027 to the European Commission. This demonstrates a strong determination to provide increased support for young farmers in Romania. As the European Union strives for a more balanced and sustainable agricultural environment, PNS plays a critical role in this endeavor by highlighting the importance of directed aid for small to medium farms in order to achieve a fair distribution of direct payments.

In this piece, we will delve into the DR 30 Romanian subvention Initiative, which is a crucial part of the strategic plan. It will be explored how this initiative can contribute to the economic growth of young farmers by positioning PNS as a key player. By analyzing the requirements for eligibility, application procedures, and the budget distribution details, readers will gain a better understanding of the initiative's goal to revolutionize the agricultural scene in Romania, with a special focus on the younger generation of farmers.

Objective and Coverage of subventions in Romania

The DR-30 initiative is a key component of Romania's National Sustainable Development Strategy 2030, with a specific focus on sustainable agriculture and rural development. Its main objective is to advocate for the adoption of sustainable farming methods that achieve a balance between economic advancement, environmental conservation, and social equality. This program is of utmost importance in tackling the severe poverty and material deprivation that is widespread in rural parts of Romania.

Assistance for Youthful and Novice Farmers

An important element of the DR-30 subvention  program in Romania is its emphasis on revitalizing the agricultural sector through assistance for young and inexperienced farmers. This initiative enables the participation of young individuals in the agricultural field by offering a non-refundable financial aid of up to 70,000 euros. The objective is to aid these young farmers in becoming leaders or managers of agricultural enterprises, leading to a more balanced age distribution in farming, promoting sustainable agriculture, and protecting the environment.

Process for Financial Aid and Application

The DR-30 Support Program is designed to provide extensive financial assistance for a range of farming activities and sizes. Recipients, including individuals under the age of 40, are eligible to receive support in two installments: 75% upon entering into the financing agreement and 25% upon successful execution of their Business Plan within a three-year period. To apply, candidates must manually complete the latest financing application form found on the official program webpage, along with a list of required documents and attachments.

Financial Plan

Supporting the economic growth of young Romanian farmers is the main goal of the DR-30 initiative's budget. Its purpose is to allocate significant financial support towards the success and long-term sustainability of emerging agricultural businesses. Here is a detailed breakdown of the funding allocation:

Allocation of Funds in General

The overall budget designated for the DR-30 project in the CAP Strategic Plan 2023-2027 is roughly €500 million. This allocation is aimed at addressing different components of the initiative, including direct monetary assistance, as well as offering assistance services and provisions for young farmers.

The maximum budget for each project is 70,000 Euro.

100% of the financing is non-refundable.

The grant is issued in two payments, provided that:

  • 75% will be paid upon the execution of the financing contract.
  • The remaining 25% will be disbursed once the Business Plan has been implemented.

Allocation of Funds in Romania

The budget for young farmers is divided into three main categories. The first category, which makes up approximately 60%, is direct financial aid in the form of non-reimbursable support. This financial assistance helps cover initial expenses such as purchasing land, equipment, and other necessary resources to establish and maintain their agricultural businesses. The second category, accounting for around 20% of the budget, is dedicated to training programs. These programs focus on improving the skills and knowledge of young farmers in sustainable farming practices and modern agricultural technologies. The remaining 20% of the budget is allocated to support services. These services provide ongoing guidance and advice to young farmers, helping them navigate the complexities of agricultural management and comply with EU agricultural policies.
